Why in the News?

The Indian government recently launched the ‘Animal Health Security Strengthening in India for Pandemic Preparedness and Response initiative’. This project, backed by the Pandemic Fund, was introduced by Union Minister Rajiv Ranjan Singh on 25th October 2024 to enhance India’s ability to manage animal health threats and prevent potential zoonotic diseases from sparking future pandemics.

About the Project

  • It will operate with support from three key agencies:
    • The Asian Development Bank (ADB)
    • The World Bank
    • The Food and Agriculture Organisation (FAO)
  • It is to be completed by August 2026.
  • It envisions key interventions such as:
    • Strengthening and integrating disease surveillance and early warning systems.
    • Upgrading and expanding laboratory networks for better diagnostics.
    • Enhancing interoperable data systems for comprehensive risk analytics.
    • Building capacity in data analysis, risk communication, and managing transboundary diseases.
    • Fostering India’s role in regional health security through cross-border cooperation.

Expected Project Outcomes in Animal Husbandry

About the Pandemic Fund

  • It was established by G20 countries under Indonesia's presidency in 2022.
  • It supports low- and middle-income countries in building the capacities needed to prevent, detect, and respond to potential pandemics.
  • In its first investment round, the Pandemic Fund mobilized $2 billion and accepted 19 proposals from 37 countries, including India's $25 million proposal led by the Department of Animal Husbandry.
  • It finances investments at national, regional, and global levels, focusing on pandemic prevention, preparedness, and response in low- and middle-income countries.
  • The COVID-19 crisis underscored the need for enhanced health systems and coordinated action.
    • The fund addresses this by mobilizing dedicated resources to strengthen global health security and incentivize investment in pandemic response.
  • It promotes collaboration, enhances coordination, and acts as a platform for global advocacy on pandemic preparedness.
