  • It has been conceived as a comprehensive strategy to address the unique challenges faced by tribal communities in India, which constitute about 8.9% of the country's population
  • It aims to empower tribal communities in India, recognizing their historical neglect.
  • With a financial outlay of Rs 26,135.46 crores from 2021-22 to 2025-26, it focuses on the holistic development of tribal communities through integrated village development and capacity-building initiatives in education and livelihoods.
  • It encompasses six steps aimed at different facets of tribal welfare -
  • Pradhan Mantri Adi Adarsh Gram Yojana (PMAAGY)
    • Revamps the existing Special Central Assistance to Tribal Sub-Plan.
    • Focuses on integrated village development in 36,428 villages with significant tribal populations.
    • Targets critical sectors: road connectivity, telecom, education, health, and sanitation.
    • Allocates ₹20.38 lakh per village, with a total expenditure of ₹7,276 crore planned by 2025-26.
  • Development of Particularly Vulnerable Tribal Groups (PVTGs)
    • Aims to uplift marginalized tribal communities while preserving cultural heritage.
    • Provides financial support to state governments for housing, health and education initiatives.
    • Launch of the Pradhan Mantri PVTGs Development Mission with an allocation of ₹15,000 crore over three years.
    • Awareness campaign underway in 100 districts to benefit every unreached PVTG household.
  • Support to Tribal Research Institutes (TRI)
    • Facilitates research and documentation related to tribal communities.
    • Financial assistance is provided to state governments and Union Territories based on proposals.
  • Pre-Matric Scholarships
    • Supports tribal students in grades IX and X.
    • Available for families with a parental income of up to ₹2.50 lakhs.
    • Funding: Government of India (75%), state government (25%), with higher contributions for Northeastern and hilly states (90%).
  • Post-Matric Scholarships
    • Similar terms as pre-matric but for Scheduled Tribe students studying beyond class 10.
    • Aims to alleviate financial burdens and encourage continued academic advancement.
  • Administrative Assistance for Project Management Units
    • Funds allocated for establishing project management units in state governments.
    • Ensures effective monitoring and implementation of schemes related to Scheduled Tribe welfare.
