Why in News ? 

The Union Ministry of New and Renewable Energy has issued Operational Guidelines for implementing the Payment Security Mechanism and Central Financial Assistance for Renewable Energy Service Company (RESCO) Models and Utility Led Aggregation Models under the PM-Surya Ghar: Muft Bijli Yojana. 

PM Surya Ghar-Muft Bijli Yojana 

• About: A central scheme promoting solar rooftop systems with financial subsidies and simplified installation. 
• Objective: To provide free electricity (300 units/month) to one crore households installing rooftop solar units. 
• Implementation 
  • National Level: Managed by National Programme Implementation Agency (NPIA). 
  • State Level: Managed by State Implementation Agencies (SIAs) which are Distribution Utilities (DISCOMs) or Power/Energy Departments. 
• Role of DISCOMs: Facilitate rooftop solar adoption, provide net meters, and handle inspections and commissioning. 
• Subsidy 
  • 60% for systems up to 2kW. 
  • 40% for systems between 2kW-3kW. 
  • Subsidy capped at 3kW. 
• Additional Features 
  • Model Solar Villages in each district to encourage rural adoption. 
  • Incentives for local bodies to promote rooftop installations.
