Why in News ? 

Two Bills seeking to implement simultaneous election to the Lok Sabha and State Assemblies were introduced by Law  Minister in the Lok Sabha during Winter Session of Parliament. 

About One Nation One Election(ONOE): ONOE is the proposal to hold simultaneous elections for the Lok Sabha (national) and all State Legislative Assemblies in India, and possibly local body elections (municipalities, panchayats). 

Objective: The aim is to align electoral cycles across different government levels, reducing the frequency of elections. 

Historical Context: India held synchronized elections from 1951 to 1967, but this practice ended due to political instability and early dissolutions of assemblies. 

Recommendations from Committees 

1. High-Level Committee (Kovind Committee) 

  1. Phased Implementation: Begin with Lok Sabha and State Assemblies, followed by local body elections. 
  2. Constitutional Amendments: Propose changes, including a Single Electoral Roll and provisions for early dissolutions. 

2. Earlier Reports 

The Law Commission (2018) and Parliamentary Committee (2015) emphasized the benefits of synchronized elections but highlighted logistical and constitutional challenges. 

Advantages of One Nation, One Election (ONOE) 

  1. Cost Reduction: Simultaneous elections reduce resources spent on multiple elections. 
  2. Governance Continuity: Fewer elections minimize policy paralysis and corruption. 
  3. Reduced Disruptions: Fewer elections reduce disruptions to daily life, including schools. 
  4. Increased Voter Participation: Fewer elections can reduce voter fatigue, increasing turnout. 
  5. Economic Growth: Simultaneous elections may boost GDP and reduce black money. 
  6. Improved Election Monitoring: Fewer elections make monitoring more efficient. 
  7. Enhanced Administrative Efficiency: Resources spent on elections can be better used for governance. 

 Challenges of One Nation, One Election 

  1. Threat to Federalism: National issues may overshadow local concerns, reducing regional representation. 
  2. Logistical Challenges: Organizing simultaneous elections requires significant resources and preparation. 
  3. Constitutional Concerns: Major amendments to the Constitution and election laws are needed. 
  4. Governance Vacuums: Early dissolution of assemblies may lead to President’s Rule, causing instability. 
  5. Reduced Accountability: Fewer elections may reduce political accountability. 
  6. Pressure on Election Machinery: Conducting simultaneous elections could overwhelm the Election Commission. 

Way Forward 

  1. National Dialogue: Engage political parties and the public for support and feedback. 
  2. Gradual Implementation: Start with pilot programs before a nationwide rollout. 
  3. Legal and Constitutional Amendments: Make necessary legal changes to support ONOE. 
  4. Safeguard Federalism: Ensure local issues and regional parties are not overlooked. 
  5. Strengthen Election Commission: Improve resources, including EVMs, for managing simultaneous elections. 
  6. Public Consultations: Educate citizens on the implications of ONOE.
