Why in News?
The Supreme Court has issued a notice to the central government regarding a Public Interest Litigation (PIL) filed for a neutral process to appoint the Comptroller and Auditor-General (CAG).
About CAG:
- Article 148-151 of the Indian Constitution outlines the provisions regarding the CAG.
- Appointment: The CAG is appointed by the President of India through a warrant under his hand and seal.
- Eligibility: The CAG is not eligible for any further office under the Government of India or any State after ceasing to hold the office of CAG.
- Salary and Conditions of Service: These are determined by Parliament by law or as specified in the Second Schedule.
- Removal: The CAG can be removed on the same grounds and in the same manner as a Judge of the Supreme Court.
- Appointment: The CAG is appointed by the President of India through a warrant under his hand and seal.
- Oath of Office: The CAG takes an oath administered by the President or a person appointed by the President.
- Powers & Duties: As per Article 149, the CAG is responsible for auditing the accounts of the Union, States, and other bodies as prescribed by law made by Parliament.
